Director, Veterans Business Outreach Center at Community Business Partnership

Military Service: Charles McCaffrey joined the U.S. Navy in 1988 as a Cryptologic Technician (Maintenance) and provided direct support to Navy assets after completing basic and advanced training at Naval Technical Training Center (NTTC) Corry Station in Pensacola, Florida. Charles applied for and was accepted into the Navy Reserved Officers’ Training Corps (ROTC) and graduated from the Georgia Institute of Technology with a Bachelor of Science in History, Technology and Society in 1994. He was commissioned an Ensign and returned to the Cryptologic community.

On active duty, Charles performed a myriad of duties such as Watch Officer at RAF Edzell in the United Kingdom, Information Warfare Officer on board USS Peterson (DD 969), Contracting Officer Technical Representative (COTR) at Naval Information Warfare Activity (NIWA) in Washington, DC and Advanced Planning Officer at Pacific Fleet Headquarters in Pearl Harbor, Hawaii. While serving on active duty, Charles earned a Master of Science in Operations Research from the Naval Postgraduate School in Monterey, California.

Charles left military service in 2005, and spent the next several years conducting business development for Raytheon (Information and Intelligence Systems) and then Cydecor – a Service Disabled Veteran Owned Small Business. Concurrently, he pursued a life-long dream of small business ownership by becoming partners in a small restaurant – Agostinelli’s Market and Deli – in State College, Pennsylvania.

Charles was asked to return to government service in 2008-2009 to serve on the President’s National Security Telecommunications Advisory Committee (NSTAC) Cybersecurity Collaboration Task Force with the task of reviewing current cybersecurity legislation and regulations; and making recommendations on public-private partnership arrangements to protect critical infrastructure.

Company Profile: Charles joined Community Business Partnership (CBP) in 2010 and served as Director of the Business Incubation Center (2012-2013) and Director, South Fairfax Small Business Development Center (2013-2015) before being named as Director of the Veterans Business Outreach Center (VBOC) in July 2015. The VBOC provides entrepreneurial development services such as business training, counseling, access to capital, incubation services and networking opportunities for veterans owning or considering starting a small business. Charles completed his MBA at George Mason University with a concentration in entrepreneurship in 2012, and was selected as the 2011 Emerging Business Student of the Year from Mason’s School of Management.  Also in 2011, he started his own management consulting company that assists organizations (medium and large, public and private) in developing plans and strategies that promote creative and innovative growth ideas and business solutions.

Charles is a recent graduate of the Leadership Fairfax Institute (LFI) and is working towards his PhD in Socioeconomics at George Mason University.
